“PROJECT JUPITER IS A GRIFT.
They promised to protect our air and water. Meanwhile, their lobbyists worked in secret to undo clean energy requirements. Project Jupiter lied about water use and jobs. I tried to work with them, but their broken promises made an opponent out of me.”

My plan to hold data centers accountable

Stop Project Jupiter

Fight their efforts to finish construction; tax them if they stay.

Project Jupiter was a done deal by the time you and I learned about it last year. There is no government body that can vote to stop it. But Oracle is again threatening to abandon the project if we don’t give them what they want. So I’m working to make it as hard as possible for them to finish construction:

My invitation to the developers to pack their things and leave

My letter formally opposing Project Jupiter’s application for an air quality permit

In case we don’t succeed at running Project Jupiter out of our state, I’m drafting legislation to tax them. If we can’t stop them, we can make them pay.

STOP META

from taking Chaparral’s water

The Meta data center being built in El Paso, Texas is literally across the street from the homes of people I represent in Chaparral. Earlier this year, the construction crews were coming into Chaparral and getting water from fire hydrants there. I heard from so many folks about this, because it was impacting water pressure in their homes.

So I worked with the water company to cancel the contract that let Meta use that water. We sent them back to Texas.

Then I met with Texas state Rep. Joe Moody, my counterpart across the state line, to discuss ways we can work together to hold Meta accountable. We’re hoping to get a tour of the data center.

There’s little we can do on this side of the state line about a data center being built in Texas, but they can’t come here and impact water pressure in our homes.

Ban future hyperscale data centers

¡Basta!

Hyperscale data centers threaten our air, water, health and quality of life — and rarely create the jobs they promise. There’s already another proposed hyperscale data center for Southeastern New Mexico. We shouldn’t allow it, or any others. I support a statewide ban on all future hyperscale data centers.

Force lobbyists to be honest

Don’t let them sneak bad deals past us again.

I’ve proposed legislation for two years (HB143 in 2025 and HB35 in 2026) that would force lobbyists to disclose what bills they’re working to pass or defeat. Such a law would have stopped Project Jupiter’s lobbyists from sneaking a bad bill past us that exempted the project from our state’s clean energy rules.

I’ll keep trying to pass this critical legislation. We can’t stop giant corporations like Oracle from sneaking harmful bills past us if we don’t know what they’re working on.

I will also support restoring oversight and renewable energy requirements for power plants like the one Project Jupiter proposes. Data centers don’t get by bypass our laws — or our values.
